According to the article, DOD/DESC/Dept of Ag and Bell Bio are going to start making bio hydro carbons from waste steams.  Check out this article:

Bell announced he had something back in March and not much else has been heard since.  Now the process is going to develop on selected military bases away from any civilian oversight.  I really, really want this to be a real deal but I smell that boondoggle smell all over it.
