I just picked up an old Stihl 051.  I was intending to use it for parts, but thought I might tinker and see if I could get it running.  The guy i bought it from didn't know the history.
Has good compression, (based on rope pull)
Has spark sometimes, (Tested w/ plug out and resting on frame)
Pulled plug second time and is wet with fuel.
Any suggestions from here?

Check the kill switch, especially for an intermittent like that.  Coil is a possibility, but I'd start with the kill switch first.  If it is a points ignition, clean and check the points and condensor.

This does not seem to be a problem with the spark, more like a problem with the carb.
If the plug comes out wet on the 2nd pull, the carb seems to be flooding.
Probable cause:
Leaking inlet valve (will need replacement)
or
Saw dust between the metering diaphragm and its cover (Clean)

I have had the same problem on a few name brand saws and it was always a weak coil. It would fire the plug fine out of the saw but under comp with fuel it was to weak to fire. Try this take a torch and heat up the plug red hot stick it back in fast and see if it fires. Also like Joe said check the dust in the metering plate.
