Kubota V1505T idling high

My aforementioned kubota engine on my 2003 LT 70 is starting to not want to drop to an idle after a cut and hitting auto clutch. I had thought at first it was a dirty throttle cable but it is functioning properly. The lever on the pump returns back to the idle position but the engine keeps reving at about 50-70 of max. If I put an electrical load on the system  like the log loader for instance, the extra load on the motor brings the idle down to normal and it stays there till the next  cut. I'm assuming there is a governor issue but thought maybe the knowledge base here might have experience in this issue and be able to help....
