Kevjay;  Here in Canada, games of chance are frowned upon by the government (apparently lotteries and casinos are not games of chance 'cause they are guaranteed to generate lots of revenue for the government).  So when someone wants to have a contest with a valuable prize, it has to be a contest of skill. If, by chance, your name is selected, you can skillfully win your prize by answering a question like ...

  Multiply 20 by 100, and then add 7.

And you have to come up with the answer in half an hour or less. If the questioning is done by mail, you have to promise to come up with the answer in the specified time limit, without any help from your friends.

Duh.
