Looks somewhat like a grain probe for probing in grain bins to get an accurate sample. Probably not what it is though. ;D

Mr. Mom got it right. I bought an old wooden tool chest that has "University of Toronto, Forestry" on it, and inside was this thing, and a bunch of others stuff. Including a Blackie Collins Hudson Bay ax.
