Actually, it is a set up for the following:  It will not cut the cheese. ;D

Mr. Mom got it right.  I bought an old wooden tool chest that has "University of Toronto, Forestry" on it, and inside was this thing, and a bunch of others stuff.  Including a Blackie Collins Hudson Bay ax.
