On the other hand if the ends do turn up from settlemnet all you need to do is take a little material out from under the ends, like with a hose and a pump.

Try that with a steel culvert.  :o

Besides, if you've ever dropped a wheel off the edge of a shoulder making a sharp corner you would appreciate the way a plastic culvert treats your tires compared to a steel one.

Yes, most provinces I beleive would use the Q100 rule for culverts or crossings and estimate the watershed area of the stream from maps or aerial photos. The BC coast would be the most strict with its pertanent Forest Practices codes. They are getting quite sticky here in New Brunswick as well. Our minimum culvert size is 18 inches, but all installations need DOE approval and some sites need engineered plans by P.Eng.
