WM hydro trailer question

Hi all

I have a '97 LT40 that has a Triton? front hitch and has hydraulic brakes hooked up from that.
I don't think it had been hooked up for many years and I put brake fluid in it and it seemed to make it not as jumpy behind the car.

it has a lever on the top that has a wire and little hook which I would think is a tearaway brake for if the mill unhitches, it seems to be stuck in a not quite 90deg angle currently.
It appears like it used to sit flat, at I guess I'm thinking it needs to sit down to make the brake work?
It seems locked upwards currently and I cant make it budge.

If anyones got some clues on how this works that would be great, so at least then if I have to pull it apart I know how it *should* operate :)

that bar has to do with the tearaway feature.

or if you want to deal with that,  it should be a bolt on tongue hitch,  you could replace the whole ball of wax
