What is afflicting these doug fir trees? Okanogan County, WA

I just bought a pretty neglected, overcrowded forest parcel in NE WA state. It's at about 3800' elevation, almost entirely Doug Fir and Larch, and very crowded, with lots of scrawny trees surrounding some nicer ones.

I was up there working on the cabin last weekend, and getting some trees dropped for the woodmizer to mill, and I noticed that a lot of the scrawny, sickly looking fir have this kind of damage on the growing tips.

What is it?
