I have generally used the 10% rule with no problems, getting 10% of the total loaded trailer weight on the trailer tongue. I do this as a level load but I only guestimate it. True, a high load will shift it a little but it is not that critical unless you are hauling stuff upward of 10'+ high up or down very steep hills. This is what I learned for back when I hauled heavy equip behind a six wheeler dump truck in my younger days.
