What kind of tree is this?

XX-Tree

I have a tree in my backyard that is dying. I will have to hire someone to cut it down safely somehow, since parts of the limbs are at risk of falling on neighboring roofs, etc.

In the meantime, I would at least like to identify which kind of tree this is. A few weeks ago it had lots of white fluff to it, which has mostly blown off by now. Here is a close-up of what the branches look like without the blooms.

Anyone know for sure? The location is in the Ontario/New York border.
