The state makes you buy the insurance - it doesn't make you exclude yourself.  That is an individual decision that people make to save money.  But then if they are injured, and they have no health insurance and disability insurance, they expect someone elso to pay.  So they become burdens on society, or - in many cases, they sue somebody.

What about using a temp agency. Your up-front cost is $0. Hourly cost is pretty high. You would pay about 50% or more than he makes. Going outlaw is very common, and scary.

I never thought of a temp agency.  I have used them for clerical help and it has worked well.  I wonder if they you can hire people through them to do "manual labor?
