Title: Spring time and oak tree not budding

I have a small oak tree and it isn't budding yet. My other mature tree is as you can see it in the background.
The tree is alive as I can bend the branches without them breaking.

Is there anything that I need to do or just wait it out?

I'm on Dallas, TX
