help requested on Lacey Act and its 'special use codes'

Good evening, this is Bolivia calling for help,

We have enquiries from the US and they ask us for a 'declaration form for all products identified under USDA's APHIS HTC codes' and then surfing on the internet we come accross the Lacey act. We understand that the US importer needs to prove it legal origin of the wood, my question, we have our concessions and tons of underlying paperwork, but what would be most suitable to supply and comply to these codes and the lacey Act??
