I'm looking at getting the Wood Mizer KD150.  I see they give chamber size for 12' long package sizes but I'd like to be able to dry 15' long slabs.
Does anyone know if there is a minimum and maximum square footage should for the chamber to have the KD150 to work efficiently?

You should be fine with a longer chamber but you'll need some additional fans, and it will take longer to heat the extra volume.  I've been running a 45' chamber with an L200 for 18 years.  It has 6 fans and sometimes I have to add a fan to circulate air to the ends of the chambers to keep the temps consistent from end to end.  You shouldn't need to do that with a 16' - 18' chamber though.

I'd go slightly overboard in insulating it so as to help keep the energy costs from climbing too high.
