new process transfer case, high range selection probs

Morning all. A trick one, hopefully someone has had this problem before and has the easy answer.Well easier than fulling the transfer case out of the TJ.
Here is the situation.
Low range selection,full drive to both lower output shafts. winch/pto drive works.
High range selection,no drive to lower  shafts, winch drive works in higher range.

weird. I have the drawing but cannot make head or tail. i figure there must be a shear pin or something that is stopping drive when in high, but allows the PTO to engage.

I had an old NP203 transfer case that wouldn's shift unless the transmission was in neutral.  Check your linkage adjustments after trying my fix.  I'd hate to see you have to drop that monster.  I think the PTO works on a gear that doesn't move so that may explain that situation.  I put 260,000 miles on mine and never looked inside the case.
