Just so you know, black cottonwood is not very drought tolerant, if that is your # 2.
It seems clear that Cottonwood like particular conditions. I'm cutting  many dead in a stand high on the dam's berm while those growing in low areas near water thrive.

Who, in general, could you suggest as a good source for localized advise Clark?

Don - If you have a Soil and Water Conservation District they are a good place to start. I found this website which appears to list a number of resources for Colorado:
