The cost of punching another highway through north western Ontario would be astronomical, it is the Canadian shield (solid rock). Also, because of the distance involved, much commercial traffic crosses south of Winnipeg and takes US 2. It is a much shorter route to Toronto, to put it in perspective, Winnipeg to Toronto by the Canadian route is about the same distance as Winnipeg to Vancouver.
