B&S idle adjustment

I have a new Norwood LM29 with the B&S 13.5hp, slant cylinder, electric start engine.
The model is 25T237, the type is 0355-F1, model series 250000

Does anyone have this engine and know where the idle adjustment is ?

The engine keeps cutting off when I release the throttle.
Only way to keep it running is to 'baby' the throttle by not
releasing it for more than a few seconds or the engine will cut off.

I have gone over the engine a dozen times and simply
cannot find anyway to adjust the idle.

I have contacted Norwood, B&S 800 support, and
the nearest B&S service center and none of them
have been able to tell me how to adjust the idle.

I have not worked on that particular series but there should be two springs, the lighter one controls the governed idle. Bend the fixed tang so the engine is at approximately 1750 rpm. Now open the throttle and adjust the other spring to 3450 rpm give or take.
