I don't think the dogs look like a Frick.  Sometimes you'll find a setworks from one mfg on another type of mill.  Those old mills were running a lot of the same sized stock.  Mill owners would put on something that fit, if it broke.

I also found a schematic of a Vance sawmill.  Their parts start with an "H".  That points to your mill as something else.
