I'm currently in the process of servicing a Norwood HD36 sawmill 23HP Vangaurd so I can mill some lumber. The owner of the mill already replaced the starter but the mill will only start using pull start and always needs a jumper box jaws hooked up to the battery wires, otherwise the mill will not run. Hoping someone has an idea where the problem lies. I'm still learning about the mill and this current setup seems dangerous since the jaw clips from the jumper box constantly where they connect to the battery cables.

Nope, there isn't any battery there except for the jumper box that took its place and stays there while operating.

If the engine charging system has issues - magneto or alternator - the jumper box in place of a battery trick doesn't work all the time, learned that myself.  I would put a battery on the saw and if it still won't start grab a multi meter and begin checking the flow of power and ground for a loose connection.

What is the amp-hour rating of the jump box.  Many will advertise a high amp rating, but the duration is very small, actually too small to actually do anything.  I suspect that if you placed a voltmeter across the jump box and hit the starter, you would instantly identify your problem.  Replacing a battery with a jump box would be less than an ideal situation.  They simply are not designed for that situation.

I agree, pull one out of a vehicle and try it to verify if you're concerned about buying one.
