My best guess would be bark inclusions? But what caused it. I was working at a local mill years ago when this came through. It is red oak. The lumber stacker at the time had over 20 years in at that mill and said he had never seen anything like it. I threw it off to the side and brought it home after work.

My guess is that the tree was standing during a tornado.

Occasionally you will see a tree "covered" with tiny limb sprouts that never develop beyond a leaf or two. I think that is what you see here.
