On a good day, a WAAS-capable GPS might do that well, but you can't count on it every day, and since the WAAS satellites are in geosynchronous orbit, they tend to be low on the horizon -- which makes reception spotty in the woods, or in mountainous areas, at least that's the case here in VT.

You get what you pay for.  Free correction signal isn't reliable or accurate.  Satellite based correction signal (omni-star) is more accurate.  It will easily put you within 5 feet.  It will require a higher grade receiver and a subscription.  RTK will provide sub inch accuracy, with the highest investment.

What are you trying to accomplish?

Best?
For me, the DeLorme PN Series.
Has built in Topo (with the included TOPO USA package).
You can download NOAA maps, USGS maps, satellite photography.

The PN 60e (when available) has built in 16gb and accepts 32gb cards.  Lotsa Maps there!
The standard PN60 is nothing to sneeze at.
