A solid blade of 12inches can be run up to about 5000rpm. The big mills run there insert tooth saws above 8,000SFPM.  To determine the RPM for and edger, you need to know the HP you are going to use, the feed rate of your edger, How thick the lumber is, how many teeth your saw have. If your edger has a fixed feed rate , the saw rpm should be low enough that your power souce can handle the load.
