Are these spots blue stain? Do they effect the properties/strength of the wood? Will it spread as the cookie dries?

Welcome to the forum. 

I'm not exactly sure what you have there. Looks almost like a defect that has formed as the tree grew, like epicormic shoots, ingrown bark or physical damage that's healed over? It wont affect the overall strength of of the wood, except maybe in those spots. 

If it is a fungal stain the fungus stops as the wood dries. Once it's under 20% it's basically safe from fungal attack unless you add water again.

I salvaged a few cookies from felled trees at the same property and they all have it. Thanks.

Not blue stain, I see bark inclusions and what may be some metal staining (probably not).  Nothing I see, other than the bark inclusions, will effect the wood.
