I looked after a fleet of trucks for a few years and it could be a massive PITA. For instance, the fuel trailers had to be inspected every 6 months. In October, we would get them inspected then haul them loaded to a remote site as refueling bases for heli-skiing. We could not pull them out until June because of the snowpack so we had to tow them to the highway then transfer any remaining fuel to another truck. The loaded  trailer can not be moved on a public highway with an expired sticker. We bought a temporary operation permit to move it back to the yard. We then needed another TOP to move  it to the inspection station.
