Fescue Variant?

Looks like a fescue to me.  We grow a couple at our nursery, Festuca glauca and F.g. 'Elijah Blue'.  Both are clump forming and very,very poor at spreading by seed.  Landscapes planted with F.g.'E.B.' often have the same original clumps 10 yrs later, bigger yes but they didn't infill by seed is my point.  What you picture looks like to me is a F. ovina spp.  BUT, I'm in the PWN not AL and grasses are difficult.
If you want to convert your yard to this my suggestion is to dig up and divide the clumps you have and replant them right before they put on their growth spurt, for us this is Feb.  I would also spray your weeds first.
The grass in your picture is not a fast or easy spreader, hence it's sparse coverage.  Your transplants will need to be very close to each other to fill in.
