Dumb question here, I do not know anything about the orange ones, have never even seen them, but are the standard woodmizer B belts even suppose to go all the way down in the groove, I mean that is not how v belts ar designed to work and generally don't unless a pulley is wore out.

No, the correct belt will be proud of the wheel so that the band does not ride on the wheel itself.  When they wear down then the band will hit the wheel and bad things happen.
