Getting rid of alders.

Hi,
I remember reading on this forum that there is a correct time in August each year to cut alders to ensure that the stumps don't produce new growth. I thought it might have read "on the backside of the moon" which may be right now. 
Can someone please clarify.
Any help will be greatly appreciated.

Alders can coppice and grow stump sprouts readily.  These sprout most vigorously when cut in winter with stumps over 4 inches high. 

Alders fix nitrogen in the soil which is highly beneficial in some timber types. 
There is a growing market for alder in the furniture business these days, especially the larger red alder.
