Doing a top end on a Stihl ms 250 and I cannot get the rings to slip up in the cylinder! Any tips or tricks here ?

Did you check the ring(s) in the empty bore prior to mounting them on the piston - just to ensure that they were the properly sized ones for the barrel and with decent end gap?
Assuming (you know how well that can work sometimes..) they with some gentle persuasion should able to be coaxed in.. but I have used a very thin feeler gauge to assist a couple of times when fingernails couldn't reach properly or well enough..
Does or did the cylinder base have what seems like a decently smooth and apparent  chamfer on the inside bore bottom edge - maybe a bit of emery cloth work in smoothing that area might be enough to help everything along..

Make sure the rings are not upside down the bevel end wont fit in the locating pin on piston and close enough Piece of pvc with a slot and cable tie work well for ring compressor
