members login question

I member has reached out to me by Facebook messenger asking for help logging in.
he said he answered the three questions and still couldn't get in. Also, I told him he had to agree to "rules" he said he did that.
What should I tell him, now?

We are rebuilding the forum and I have no idea.I am guessing that is broke as well. I'll try to log out and create a registration We have not had any new registrations since we came up.

He is not a new member, he said he joined back in September.

You do not have to answer 3 questions to login as a member that I know of. The 3 questions are on registration. regardless, that doesn't seem to be working either.

I found his name in the members list, and told him what he had used.
He had written it down in his "user names & passwords" notebook wrong.
and after I told him what it was based on where he lived, he was able to log in.
