There are good ones and bad ones (truck drivers), like any in profession. And you're right, being a "over the road" driver can be a hard life. 
Law enforcement can vary from state top state, sometimes they are specifically looking for drug trafficing or law violators. Different times of the month they could also do increased patrols. Speeding is often what initiates a stop, then they will check for any other offences. CMV (Commercial Vehicle Enforcement) officers are trained to inspect trucks for violations, and some carry portable scales to check truck weights. 

Otherwise, enforcement was noticeably lacking.
