Title: trees are budding out

I'm noticing in the woods that it seems the new buds on many tree species are already really large. Do the new buds normally come out so soon after the foliage drops. Some aspens I was looking at looked like the new leaves were almost ready to come out... and the actual temps here are just beginning to drop for the winter, seems like those buds could freeze off ??? is that normal?

i have a tulip popular blooming.
Happens about this time and then again in spring.
