Can-Car 20 winch

I have a can-car 20 winch on my 81' TJ 240 I believe it came out of a treefarmer that thing winches WAY too fast. In first gear it is comparable to the speed of 2nd or closer to 3rd gear in my other machine. Can the gear driving the shaft to the winch in the transfer case be changed to slow this down? Any input on the matter? ??? ??? ???

Is there a chain gear involved anywhere externally? Change sprocket size?
