A grease manifold is my thought. They could run grease lines from where those plugs are to hard to reach areas.

Dates back to those days when huge engines had big flywheels in city water plants and refrigeration compressor rooms at dairy and ice plants.
Some of my favorite haunts as a kid on my bicycle. Meadowgold's Dairy plant & City of Topeka Water Works, we'd ride their and stare at those machines. 
Also, lots of oil cups back then.
