Why is it no matter how much rain we get they can't finish telling you about it without saying "were still in a drought"

I swear I could be standing on my roof with the water level at my feet and noah and his ark could be floating by and some idiot on the ark would yell to me "WE'RE STILL IN A DROUGHT"

Enough already!!!!!

I'm thinking they do that so they can keep charging too much for food.  What do you think?
