can or has anyone used the sthil file to bar angle on other mfg chains ?

I'm not sure what angle that is.
There's the top plate, side plate and chisel angle.

You can use any combination of angles which trip your trigger; it's not nuclear science.  In fact, you'll become a better filer if you try different things and find the best combination for your situation.

The reason for the 10 degree handle-down angle for chisel chain as specified by some manufacturers is so the resulting point isn't so hooked/unsupported/vulnerable as it can be with a level file.  Note that when dropping the handle from level you'll be getting a blunter top plate side angle than indicated by the file/gauge (and the top plate cutting edge will curve slightly), but don't worry about that.  Level file if you want to for chisel chain, but for semi-chisel, since there's no pointed corner, level file is proper.
