Norwood HD36 Vanguard blower housing removal

My 2016 model Norwood HD36 recently developed the tendency to run-on for about 10 seconds after turning off the key.  My research zeroed in on a bad kill switch harness. I bought the shop manual for this engine and began removal of the blower housing. The manual doesn't have detail on the removal of the housing, especially on the problem I encountered getting out the last bolt.  The crankcase breather on the #2 valve cover blocks the removal of the housing bolt.  Surely the breather nor valve cover has to be removed to get to that bolt. I was hoping instead of a bolt hole, there would be a slot, where the housing could be pulled straight out after loosening the bolt.  I feel I am leaving out a simple step on this removal; I'm not a mechanic.  I can pull the right side out a few inches and can see a damaged cable, shredded, and probably the source of the engine run-on. But I can't get to it without completely removing the housing. 
Does anyone have any advice on removing this stubborn fan housing?
