Oak wilt?

I planted this northern red oak last fall and it leafed out and took off right away this spring but noticing signs of curling leaves in a few areas and bugs. Is this oak wilt? Any idea what kind of bugs/how to keep them away?

You don't list your location which can help in determining diseases and appropriate follow-up but this is a good start:

A damp spring brings along potential of all sorts of ailments, most of which are temporary. I doubt you have oak wilt there because transmission would be expected that quickly in a newly planted tree.
