I will be moving to Missouri and would like to mill some black locust. How common is it and what areas can I look for it?

Northwestern Missouri along the river breaks up to about Omaha it's fairly common.

What about south of Joplin? Is there someone to contact to get some? I don't mind travelling since my mill will be portable.

Joplin is right in the original native range of the black locust.  It is prevalent there.
