Deer messing with tree protectors

So last spring, we planted 250 trees and installed Vexar seed protectors to protect from wildlife. Worked great all summer until fall, when the deer get tired of the velvet on their antlers. Last time we checked about 1/4 of the protectors have been knocked off. We at about 90% tree survival but I am concerned about deer browse.

Looking at a few options and would appreciate any comments.

1 - do nothing and let the deer browse. They probably won't get them all and then replant (if needed) in future years. Not really a fan of this option.

2 - attempt to reinstall protectors (not highly practical as the seedling have grown and unfurled themselves, so they can't be stuffed back in. Plus the ground is semi-frozen so the stakes won't go in)

3 - spray trees with PlantSkyDD deer repellent. Also spray remaining protectors to try to keep deer away

I think of the above, #3 sounds like the best option...just want to gather some opinions as I mull it over

Eat more deer.  Theyll take note of the pressure and move off to some other sanctuary.
