What is this on my ERCs?

My red cedars have orange rings around the branches and trunk. I thought it was rust but they don't match the appearance and as far as I know there are no apple trees in the vicinity. The rings are sorta slick and powdery. I have seen these rings in the past but never so many. Are they detrimental to the trees? The trees are young and only about 6 ft tall. Over several decades I have removed many sweet gums and planted scores of cedars and pines to grow for appearance/beauty/privacy so I have a lot of effort invested in them.
