Oscar 121 guide part question

Can anyone tell me the purpose of this part?  I thought it was something welded on by the previous owner, but I saw it in this video.  the video doesn't even acknowledge the part.  Its only on the one side.  i don't see it in any diagrams.  The manual doesn't reference it to the best of my knowledge either.
