Business Plan: doing my homework

I am doing my homework because I want own a mill and operate it at least as a part time business. I am planning as a stationary electric mill, because here in Italy gas and diesel cost barely 6$ per gallon  smiley_crying smiley_eek_dropjaw smiley_furious3
I was unable to find some important information, I hope that you could answer some of my question

Which are the formulas to calculate overrun\underrun and the LRF lumber recovery factor in cubic meter?

Which are the log scaling rule used in Europe and in Italy?

Which are the grading rules for Europe and Italy?

Which is the volume of high grade and low grade lumber in  a log 17"(circa 45 cm) in cubic meter?

427 Board Feet= 1 cubic meter. Is this a valid conversion?

If a sawmill have an estimate production of 400 BF\hour Could I assume that the production is 1 cubic meter\hour?
