what should the compression be on a husky 61?
I'm having problems and the compression is 90psi.
It should be at least 125psi. Remove the muffler and check the piston for scoring, galling or excessive discoloration.
I removed the muffler. Piston looks great. Just a slight amount of carbon near the top.
edit: Just inspected the piston again, there are some very light vertical scratches. I mean very light. Could that be whats causing the low compression?
Scratches will cause low compression. If your reading of 90 PSI is accurate (cheap gauges tend to read really low...like 1/2 the PSI), then the ring is totally worn out with a big ring end gap or the exhaust wall of jug will be significantly scored. You may be able to tell with a flashlight looking through the plug hole. If not, pull the jug and see.
If you can hold the saw up by the starter rope without it reeling out, it should have enough to run.

Is that with or without the spark plug in place?

With, it will have 0 compression without it.
