Title: Can anyone ID this old tool?

Can you take a closeup picture of the working end of it. I can't quite make out the details in that photo.

It's not so much a tool, as a small storage device. It is a fancy holder with a wooden handle to keep 3 thumbscrews organized and handy when you need them.  ???
