Title: Stihl 029 problem

My 029 has an issue when running. I had gaskets replaced in the carb and didnt fix it. What happens is when it starts it changes RPM rapidly then will stall. I can start it again but only when I loosen the gas cap. Gas goes everywhere so I tighten it back down and it runs like crap again. Runs good when the gas cap is loose. I got a new gas cap and it still didn't work. Any ideas? Thanks

Gas tank vent plugged?

not that I can see. Just the set screws in there.
