Does anyone have experience with the proper use of the herbicide, Garlon 4?
It's used to kill and control vegetation within power line right of ways.

You may want to check with Lyn Newell at Consumer's Energy. He may not have used Garlon 4, but he may be able to link you to someone there that has.

They often use herbicides as a vegetative control below their powerlines.

You must be planning some type of site prep. Right?

No, not doing any site prep., but rather an expert witness in a chemical use trespass case. I've since been in contact with the manufacturer's of Garlon 4 and its appropriate uses.

I've been using Garlon 4 Ultra 5:1 with Loveland bark oil blue mostly basal some foliar on extremely dense buckthorn early to late summer,  never used the max amount G4 per acre & had outstanding results even on large multiple stem grandmother trees without stumping.
