There is a Case 530CK backhoe for sale near me for $3500.00.To the naked eye it looks pretty good.Would this be a suitable farm hoe for popping stumps and occasional use?

depends on the condition. Its an older backhoe . Lots of them still in use. check all the hoses and let it warm up good. It would work fine for a farm hoe. You will not just pop out stumps though. Stumps can be a pretty good job sometimes.
Have a good look at the final drive, it is known to fail. As ozarkgem pointed out, it is an older machine. With high hours and less than stellar maintenance it could be a money pit.
