These are actually clusters of sappling. Thin young sprouts, older mature max. 3" dia. Common to my woods.
The sprouts get very leggy.

What do the buds and twigs look like? Looking at the stems they could be a number of things.

I just found a serviceberry up at the farm on the back of the lot that's nearly 6" diameter. In an old orchard area.

Can tell a lot more by the buds and tips of branches.
