I recently bought a neglected, overcrowded 40 acre parcel in Okanogan County, WA. Almost entirely Doug Fir and Larch, about 3800' elevation. I'm just getting barely started on cleaning up and doing some fire hazard reduction work around the cabin first.
I'm noticing a lot of the scrawny, sickly firs that I'm seeing have this damage on the growing tips. What is this?

Not being from a that part of the country, I'd say insect damage due to the localization of the dead nettles and the webs.
